The decision to establish the Task Force was taken last week when
ARD Human Settlement Consultant Ivan Laughlin met with stakeholders to
discuss land ownership, use and development.
Mr. Laughlin said the Task Force is a crucial element for
formulating Grenada’s Human Settlement Policy and Strategy for the
period 2005 to 2015, which is one of the responsibilities of the ARD.
It was agreed today that the Task Force should comprise
representatives from the Valuation Division, Physical Planning Unit and
Central Statistics Office in the Ministry of Finance, the Supreme Court
Registry in the Ministry of Legal Affairs, Lands and Surveys Division,
Forestry Department and Land Use Division in the Ministry of
Agriculture, the National Disaster Management Agency and the Housing
Authority of Grenada.
During today’s meeting the Terms of Reference for the Task Force were discussed and finalised, as follows:
- To compile a prioritisation listing of integrative
measures that can be immediately initiated among the agencies aimed at
upgrading, improving and making available land-related data bases.
- To implement that integrative process.
- To
compile the operational and physical needs for each agency and to
prepare recommendations as to how these can be implemented so as to
achieve greater integration and efficiency.
- To monitor that implementation process.
- To urgently assess the existing mapping of the Country and to prepare action-oriented proposal to re-map.
- To ensure the re-mapping exercise is initiated.
- To
compile the urgent housing requirements utilising the existing
data-bases; to assess the requirements in terms of the development
issues of – location, family sizes, housing types, land use densities,
design standards; to advise on matters of prioritisation in relation to
these issues.
- To interface with the formulation exercise of the
Human Settlement Policy and Strategy 2005-2015 and to offer advice and
proposals for the other action-oriented implementation initiatives that
can be undertaken to hasten the process of integration.
